Advice on the cost of meeting the client’s requirements.
Advise on the size and standard of structure that can be erected for the given budget.
Carry out preliminary cost studies, comparing alternative materials and designs in terms of capital, operating, maintenance and depreciation costs.
Carry out studies on the economic and physical circumstances surrounding the project and assess and advice on their likely effects and constraints on the implementation of the project.
Appraise the level of the local building costs and consider probable price trends thereby advising on the feasibility and economics of a project in principle, and prepare the initial budget for the project
Prepare approximate estimate of cost from the Architect’s outline sketch proposals.
Advice on the possible design economics and on the financial implication of different proposals.
Prepare a cost plan for the agreed proposal to form a basis for cost control during detail design.
Advise the Client/Project Manager on the implications of any subsequent changes on the cost of the project.
Review preliminary cost estimates on the basis of any new alterations to the designs as presented.
Advise on the cost implications of design alternatives if and when considered.
Provide cost advice and cost control and update approximate estimates and cost plan as necessary including cross-checking with the agreed budget and advising the Client/Project Manager accordingly.
Prepare cash flow projections and cost analysis.
Together with the Architect, Structural and Services Engineer, prepare, production information – drawings, schedules & specification of materials and workmanship and Bills of Quantities, in sufficient detail to enable a contractor to prepare a tender.
Prepare tender documents including Bills of Quantities, and ensure that the documents tally with drawing/specifications and the client requirements.
Prepare tender documents, that is, form of tender, specifications and bills of quantities.
Prepare and submit to the Project Manager detailed estimates by pricing the prepared bills of quantities for the project.
Draw up tender list in consultation with the Project Manager; invite tenders, receive, analyse and advise or recommend on most responsive tender.
Advise on the form of contract and selection of contractors to be invited to tender.
Advice on obtaining of tenders and method to be used.
Evaluate the tenders and recommend on the appointment of the contractor. Submit the tender evaluation report to the Project Manager.
Draw up contract documents for signature by the parties including registration and facilitate safe custody of the original contract documents.
Assist on selection of nominated sub-contractors and suppliers and obtain quotations from them.
Provide production information as required by the building contract.
Prepare and submit to the Project Manager contract documents for signing by the Client and Contractor.
Ensure the registration of the signed contract and facilitate safe custody of the original contract documents.
Ensure preparation of all project documentation in consultation with the rest of the project team.
Monitor, control and advise on costs
Prepare financial statements at regular intervals to keep the client and Project Manager up to date with the financial position and the anticipated final cost of the project.
Estimate the cost of proposed variations and report their impact on the probable final cost so that adjustments may be taken elsewhere in the work, in order to maintain the cost constant.
Make periodic visits to the site to survey works in progress, take particulars and prepare valuations and submit to the architect a recommendation regarding payment on account.
Evaluate contractor’s claims as they arise and advice upon the effects the claims have on the contract or provide early warning advice and the course of action to be taken to avoid the claims.
Advice the client and other consultants on contractual matters
Attend all scheduled site meetings and site inspections.
Expeditiously provide cost information and advice as and when required for the works and for decision making.
Perform all duties and obligations as laid out in the building contract in so far as the execution of the Works is concerned.
Advice on the avoidance and / or settlement of contractual claims and disputes.
Advise on contractual implications of development management decisions.
Evaluate contractual claims and submit to the Project Manager for approval before the same are included in payment certificates
Advise on contractual processes and procedures at practical completion.
Carry out a complete re-measurement of executed work
Agree the final account with the contractor
Value and submit to the Architect recommendation regarding payment in final certificate.
Any analysis of the final account, which the client may require.
On completion of remedial works by the contractor, carry out final measurement and report to the Project Manager.
Advice the Client/Project Manager of performance/guarantee bonds to be returned to the contractor as final certificate evidences performances of obligations.
